IV. New Business:
A. DONE’s Audit of Animal Welfare Expenses – Discussion on the legitimacy of recent allegations against the ASNC on the use of public funds for animal welfare, as well as the Dept of Neighborhood Empowerment’s comment that use of public funds for spay/neuter is not a public benefit. Review of allegations revealed all findings but one were incorrect or based on non-existent requirements.
B. Motion to Update 2011-2012 Budget Due to Error – An internal review by the Animal Welfare Cmte revealed an inadvertent error in last year’s financial data (2010-2011) that resulted in exceeding the animal welfare budget by 5%, or $369. To make up for this error, Motion to transfer $369 from 2011-2012 animal welfare budget into the remaining community project categories (spread equally).
C. Review of New Animal Welfare Budget – a quick overview of the total funds allocated for animal welfare purposes in ASNC’s 2011-2012 budget, taking Agenda Item IV.B into consideration.
D. New Animal Welfare Funding Requests – Discussion of the following motions:
a. $600, NPG for Pet Education Seminars – Motion to allocate $600 for a Neighborhood Purposes Grant to the Friends of Hermon Dog Park for quarterly pet education seminars to be held locally (within ASNC boundaries). [Request Originator: Wendi Riser, Friends of Hermon Dog Park]
b. $1146, NPG for Spring Pet Adoption Event to help Dept of Animal Services (North Central) – Motion to allocate $1146 for a Neighborhood Purposes Grant to the non-profit animal welfare organization LA Feeders to help support a pet adoption event in Spring 2012 at the Dept of Animal Services North Central facility on Lacy St. The funds will be used for advertising (spinners) and discount vouchers to promote adoptions. E. Next Meeting Date – February 2012 – February agenda to include a review of allegations from rescuers against the Dept of Animal Services management for improprieties, including withholding public information, cover up of shelter improprieties, failure to address TNR gag order, and violations of state and local laws (including LAMC 53).

The purpose of the ASNC [is to]: 1) Provide a forum for discussion and review of ASNC issues and projects; 2) Engage stakeholders in deliberation and collaboration on matters affecting the community; 3) Promote participation in City governance and decision making processes, and to promote greater awareness and utilization of city services available to (ASNC) stakeholders; 4) Work with other neighborhood councils, communities and organizations on issues of common interest; 5) Advocate ASNC issues to government and private agencies, where there is widespread community agreement; 6) Inform and educate community stakeholders and residents of forthcoming projects, events, and resources available.
