information program held: Saturday
Nov.13th at Historic Downtown Outreach Center ,
114 W. 5th St, Los Angeles, Ca. 90013 , and a report on the CRA
taking over administrating the Los Angeles River overlay zone.

using “paper streets” for urban walking trails.

Discussion
and possible action on the following agenda items:
The local issues committee tabled discussion on adding language to the “Proposed Ordinance for Onsite
Wastewater Treatment Systems (OWTS)” to include incentives for grey-water and or rain-barrel water
retention systems as a part of the pending ordinance A motion of support for a
letter to add this language to the
onsite waste water ordinance will be taken up at this time.
The purpose of the ASNC [is to]: 1) Provide a forum for discussion
and review of ASNC issues and projects; 2) Engage stakeholders in deliberation
and collaboration on matters affecting the community; 3) Promote participation
in City governance and decision making processes, and to promote greater
awareness and utilization of city services available to (ASNC) stakeholders; 4)
Work with other neighborhood councils, communities and organizations on issues
of common interest; 5) Advocate ASNC issues to government and private agencies,
where there is widespread community agreement; 6) Inform and educate community
stakeholders and residents of forthcoming projects, events, and resources
available.
