Emergency Response Plan

1.0   PURPOSE

Citizens of Los Angeles (LA) need to be prepared for a large-scale disaster as well as learn how to take care of family, friends and neighbors when local City services (Police, Fire, 911) are not available for several days or weeks.  This is the expected scenario here in Southern California after the next large earthquake.

This plan attempts to provide important emergency preparedness and response information to all citizens.

2.0   SCOPE

This plan is limited in detailed planning to only the 5 communities of LA served by the Arroyo Seco Neighborhood Council (ASNC):

Hermon

Montecito Heights

Sycamore Grove


Monterey Hills

Mt. Washington

3.0   EMERGENCY RESPONSE PLAN

Due to the unique needs of each community, this plan is split into 5 separate “sub-plans” as follows:

3.1  HERMON

3.1.1.   Hermon Emergency Response Plan

3.1.2  Hermon Disaster Communications Manual
Since landlines and cell phones will most likely be unavailable, Hermon has also developed a Disaster Communications Manual to use inexpensive, publicly available 2-way FRS/GMRS radios:
