The process of electing a new ASNC Board is underway, with ASNC's Elections to be held November 24, 2008. We'll be adding even more info to this page as time goes on ... so keep checking back.

Clarifying board terms & 2008 elections

Fellow ASNC Boardmembers,

Because several have asked separately (and in the past, people have failed to register as candidates out of confusion), I thought I'd clarify something that's changed since the last ASNC election. Because of the City's required changes to our bylaws and elections, half our "geographical reps" terms have been extended to 2010 -- namely, those who were set to end in 2009, but the City Clerk won't hold elections that year. This is so the Clerk's office can concentrate on municipal elections (mayor, city council, etc.). In 2010, they will begin running all neighborhood council elections -- including ours.

This information has also been at the top of our stationery (agenda, etc.) in teeny, tiny print, for the last couple years, but here's the breakdown:

So, if you're a "geographical" and it says your term ends in '08, you will need to run for re-election if you wish to continue serving (and hopefully all will). If, however, it says it ends in '10, you are not a part of this year's election.

NOTE: Because it was not a part of the 2008 Elections Procedures (for 13 seats), approved by the Board, and now DONE several weeks ago, the Monterey Hills Board Seat currently held by Darlene Roker, who has resigned effective at the end of the year, will not go on the November Ballot, but will have to be handled at a later date.

As in past years, all "at large" reps will need to stand for re-election this year, if they wish to continue. This will be the last time everything it staggered like this, however. In 2010 (and every other year after), all 19 seats will face election.

And, also because of the required change in bylaws, everyone who runs this time --whether "geographical" or "at-large," will be running for a 2-year term that also goes through 2010.

STAKEHOLDER: Arroyo Seco Neighborhood Council stakeholders are defined in the ASNC Bylaws [Article III: Membership] as individuals (18 years of age or older) who live, work, own property, or are parents or guardians of students attending school within the ASNC boundaries, or who declare a stake in any one of the five ASNC communities and affirm the factual basis for that claim, or else are the the sole designated representatives of businesses or organizations that operate or own property within the ASNC boundaries.

ASNC Stakeholder Registration / Candidate Filing forms:

for individuals - 2008 (pdf format) English / Spanish
(can be used standalone, or revised as needed, for day-to-day registrations - allows
room for the factual basis of a declaration of interest)

for organizations - 2008 (pdf format) English
(just send this form in with a signed and dated letter on the organization's letterhead,
including the organization's address, designating the individual as a member)

Reminder to vote in Arroyo Seco Neighborhood Council elections

What is the Arroyo Seco Neighborhood Council?
The Arroyo Seco Neighborhood Council represents, as one of the only coalition councils in the City of Los Angeles, the communities of Hermon, Montecito Heights, Monterey Hills, Mt. Washington and Sycamore Grove.

Who can vote in the ASNC elections?
ASNC stakeholders are defined as
individuals who live, work, own property, or are parents or guardians of students attending school within the ASNC boundaries, or who declare a stake in any one of the five ASNC communities and affirm the factual basis for that claim, or else are the the sole designated representatives of businesses or organizations that operate or own property within the ASNC boundaries. To vote as an individual, you must be over the age of 18 and fill out a Stakeholder Registration form. You may register by mail or in person.

A business or organization may obtain forms and instructions from the web www.asnc.us or the ASNC Registrars (which include ALL current Board Members). No one who verifies his/her tie t o the community will be denied the chance to vote.

Do I need to pre-register to vote?
No. You can sign up at the polls on Election Day - Monday, November 24, 2008, from 4pm-8pm, at Ramona Hall, 4580 N. Figueroa Street.

Can I be a candidate?
Any registered stakeholder has the right to run for a seat on the Board. Please refer to our Bylaws.

Our current goal is to increase participation in the community and pursuade people with interests and 'ears to the community' to step up and run for a Board seat. And offer our stakeholders (voters) a choice of people to vote for.

We're getting ready for the Election, November 24, ... and we need you to participate!

If you're new to the ASNC please contact Ernest Sanchez, ASNC President, or any other Board Member, to become a registered stakeholder. This will make you eligible to both vote in our elections in November and stand for an office.

Find out where to find folks that can sign you up! ASNC's Assistant Registrars (which now include ALL current Board Members) are out in the community, making it easy. But you can also register by mail. The forms you'll need are available below.

You only have to register once, so if you're already a member there's no need to do so again. All registered stakeholders will receive mail-in ballots or may vote the day of the election. Only registered stakeholders can stand for office.

Help us reach out to unregistered stakeholders in the ASNC communities of Hermon, Montecito Heights, Monterey Hills, Mt. Washington and Sycamore Grove.

We also need a special effort with Candidate Recruitment. Our current goal is to increase participation in the community and pursuade people with interests and 'ears to the community' to step up and run for a Board seat. And offer our stakeholders (voters) a choice of people to vote for.

But often, people need to be asked... Our final date to file to run for an ASNC seat and get the candidate's name printed on the ballot is in Sept.

By mid Oct. we hope to receive a 100 word statement from each Candidate letting voters know more about them. If delivered by this date they'll be included with the ballot, and all will appear on the website. too.

Also, our Bylaws require us to request from Candidates a statement of interests, including all 'for profit' or nonprofit businesses and organizations in which they are a director, owner, or other person, such as an employee or “independent contractor,” in a decision making capacity. This is NOT a financial statement - simply a list of organizations where a Candidate might hold decision making capacity.

This information is collected by our Secretary, and will be made available if someone should request it, but will not be included with the ballot information.
