ASNC stakeholders are defined as any person who lives,
works, owns property or has a child attending school
within the ASNC boundaries, together with the sole designated representatives
of businesses or organizations that operate or own property
within the ASNC boundaries.
In-Person Registration
Submit your Stakeholder Registration form to a
member of the Stakeholder Registration Committee (which includes ALL current Board Members). You may register
on the day of the election, November 24, 2008, and vote that same
day. In person, your proof only needs to be shown to the person who
accepts your form.
Your Privacy
All material for Stakeholder Registration
will be kept by the Stakeholder Registration staff and be used only
for ASNC matters.
Deputy Registrars
We have several registration/outreach opportunities coming up, and we would especially appreciate it if a few of our Deputy Registrars (which includes ALL Board Members) would be available for these meetings to register new members.
As noted, ASNC Deputy Registrars now include ALL current Board Members. Feel free to contact any one of them for help with registration.

BECOME A CANDIDATE
To be a candidate you must be a Registered Stakeholder and complete
the Candidate Filing Form. This requires your name, address, and signing
the statement that you understand the requirements of the Board position
and the Elections process. You may only file as a candidate for one
Board position, even if you are eligible for more than one category.
Because of the City's required changes to our bylaws and elections, half our "geographical reps" terms have been extended to 2010 -- namely, those who were set to end in 2009, but the City Clerk won't hold elections that year. This is so the Clerk's office can concentrate on municipal elections (mayor, city council, etc.). In 2010, they will begin running all neighborhood council elections -- including ours.
As in past years, all "at large" reps will need to stand for re-election this year, if they wish to continue. This will be the last time everything it staggered like this, however. In 2010 (and every other year after), all 19 seats will face election.
And, also because of the required change in bylaws, everyone who runs this time --whether "geographical" or "at-large," will be running for a 2-year term that also goes through 2010.
There are a total of 19 positions on the ASNC board -- all the "at-large"
and half the "geographic positions" are up for election.
• Four total reps from Mount Washington, serving two year terms
• Two total reps from each: Montecito Heights, Monterey Hills, Hermon,
and Sycamore Grove, serving two year terms
(NOTE: Because it was not a part of the 2008 Elections Procedures (for 13 seats), approved by the Board, and now DONE several weeks ago, the Monterey Hills Board Seat currently held by Darlene Roker, who has resigned effective at the end of the year, will not go on the November Ballot, but will have to be handled at a later date.)
• Seven more "at-large" representatives who serve will now serve two year terms, representing community-wide
interests:
- local businesses: retail, wholesale and services
- faith-based organizations
- education and youth
- recreation, culture and the arts - environment
- community non-profits
- health care and seniors |
A stakeholder may file as a Write-In candidate for the Board on any
date prior to, but not including, the day of the election (11/24/08).

WHAT THE ASNC IS DOING FOR THE COMMUNITY.
In this past, very busy, year the Arroyo Seco Neighborhood Council has taken action to preserve our open spaces, to work with the City and City Council regarding new development, to preserve L.A.’s environmental and cultural oversight departments, to sponsor and support beautification and informational projects in each community and to support the arts along the Arroyo. You can learn more about these, and many other actions, at www.asnc.us
If you would like to participate as an elected representative, you will join a Board that responds to stakeholder concerns, establishes policies and procedures for the ASNC, and reviews and recommends actions to governmental and other organizations on issues affecting our community. We also have a budget provided by the city, with which we can sponsor local community activities, programs and projects. Regular meetings take place on the fourth Monday of each month. And, of course, anyone is welcome to participate.
Registered stakeholders may serve and vote in committees, which include Rules and Elections, Communication and Outreach, Candidate Recruitment, Local Issues and those created for special purposes. They also have the right of Initiative to propose an action for the Board through a written petition, the right of Referendum to approve or reject a Board action, and the right of Recall to oust a Board member. Thinking of Running?
Please do, it’s a great way to really make a difference in our community. The Board of the ASNC consists of Geographic Representatives, who address the concerns of their neighborhood while serving the interests of the entire ASNC community, and At Large Representatives who represent the interest of the particular field in which they have expertise.
Ready to Run?
It’s easy – Just follow these simple steps. First, fill out the Candidate Filing Form. Attend one of the Candidate Workshops to get an overview of the duties and responsibilities of the ASNC Board: September 24 at Ramona Hall, 7:00 pm, at
4580 N. Figueroa St. & October 5, 6:30 pm, at the Meeting Room,
5800 Monterey Rd.
Each candidate is invited to submit a statement of up to 100 words by October 24. It will be included in the Election Information Package mailed to Stakeholders before the election. You may withdraw your candidacy at any time, though your name may be on the printed ballot. Likewise, you may declare yourself a Write-In Candidate up to November 23, the day before the election.
On November 7th at 7:00 pm at the Meeting Room, 5800 Monterey Rd., we'll have an ASNC Candidates Forum. Each candidate will be given the opportunity to present a 90 second speech. After the speeches, candidates may answer questions from individuals one-on-one.
After the election, results will be posted on the ASNC web site www.asnc.us, distributed via the ASNC email list and posted at all locations as called for in the bylaws, as well as the DONE Regional Access Center at 3516 North Broadway, Los Angeles, CA 90031.
