Candidates' Forum held at 07:00 PM.

I.      CALL TO ORDER (Hank Shaeffer, presiding)

Meeting called to order at 07:27 PM.

ROLL CALL (Martha Benedict, temporary secretary)
Present: Martha Benedict, Michael Blatt, Anthony Guida, Judy Knapton, Mark Legassie, Joseph Riser, Jerry Schneider, Hank Shaeffer, Paula Sirola, Lacey Wagner, Ann Walnum, Tom Marble

Excused Absences: Robert Hawkes, Ernie Sanchez

Unexcused Absences: Scott Folsom, Robert Rakauskas, Pablo Lopez 

A Quorum was established.

II.     SECRETARY'S REPORT - Consideration of the Minutes of March 22, 2010. Minutes were approved as amended unanimously (11).

III.   PUBLIC COMMENT

IV.   COMMENTS FROM PUBLIC OFFICIALS AND THEIR REPRESENTATIVES – None.

V.    TREASURER'S REPORT (Mark S. Legassie)        

            1. Report summarizing the year's spending.

            2. Financial summary providing outstanding demand warrants.

            3. Presentation of next year's Budget Survey.

   Treasurers' report passed. (10-0-1).

VI.   ACTION ITEMS. Funding Requests and Related Matters.

1. LUMMIS DAY COMMUNITY FOUNDATION - $2,000 Funding request for printing costs and part of design fee of collateral material, including program, posters and flyers promoting Lummis Day. Needed ASAP. [Recreation, Culture and the Arts Committee, presented by Ann Walnum]. Agreed to unanimously (11).

2. ARROYO SECO PARKWAY SIGNS - $1000. Funding requested by Brian Sheridan, Heritage Square, for signs indicating off-ramps to cultural destinations, specifically:

   -- Southwest Museum and Lummis home (brown State Historic signs)

   -- Heritage Square and Audubon Center at Debs Park (green Caltrans signs)

   -- Restoration of National Scenic Byway sign designed by Louis Quirarte. [Recreation, Culture and the Arts Committee, presented by Nicole Possert]. Motion passed unanimously, with the condition that if an invoice cannot be produced in time for this fiscal year, it will be recommended to the new board to be seated in June for consideration (11).

3. MONTECITO HEIGHTS CENTENNIAL CELEBRATION - $2000.00  Day-long showcase of local musicians, artists, craftsmen, food vendors, community organizations, children's events, neighborhood diversity and history - free and open to the public.  To be held Saturday, July 10, 2010.  Item was reviewed and approved by Montecito Heights local issues committee at its last meeting on 04/15/10.  [Montecito Heights Local Issues, presented by Anthony Guida] Motion was approved unanimously (11).

VII. ACTION ITEMS. Non-Finance Related.

1. RECRUITMENT OF CANDIDATES FOR VACANT ASNC BOARD POSITIONS.  Due to a shortage of candidates filing (or being approved by the City Clerk), for certain neighborhood council representative positions on the April 29, 2010, ballot, the ASNC Board should declare as vacant, effective with the end of the current term, and begin the outreach process to fill

  2 (of 2) Geographical Representatives for Sycamore Grove

  1 (of 2) Geographical Representatives for Monterey Hills

  1 At-large Representative for Healthcare & Seniors

  Board standing rules call for these positions to be noticed to stakeholders as available at least 30 days before they may be filled at a monthly meeting by a vote of the ASNC board.  Anticipating that the new board will be seated within 30-60 days of April 29, this will allow time to advertise the anticipated openings and gather applications. [Joseph Riser]  Motion was approved unanimously (11).

2. RIVER DOGS AT HERMON DOG PARK. Friends of Hermon Dog Park requested a letter of formal support from the ASNC Board for the Los Angeles Office of Community Beautification funded "River Dogs at Hermon Dog Park.Ó A draft of the letter was presented. [Wendi Riser] Motion was approved unanimously (11).

3. FORMATION OF ANIMAL WELFARE AD HOC COMMITTEE.  Moved that the ASNC Board create an Animal Welfare Ad Hoc Committee. [Lezle Stein] Motion approved (10-0-1).

VIII.          COMMITTEE AND OTHER REPORTS

1.     Local Issues. 

(a)     Hermon will meet May 13.

(b)     Montecito Heights met April 15.  Next meeting May 20.

(c)     Monterey Hills will meet May 18.

(d)     Mount Washington will meet May 17.

(e)     Sycamore Grove did not meet.

2.     Communications and Outreach will meet early in May to consider 15-20 webmaster proposals.

3.     Budget and Finance had no report.

4.     Environment did not meet, but Mr. Schneider reported on Council of Arroyo Seco Organizations (CASO) meeting seeking to integrate projects in the Arroyo Seco Watershed on April 21..

5.     Community Garden – Ms. Sirola will hold a meeting on next steps at the Hermon Fellowship Center.

6.     Public Safety held a CERT drill in Bud Weiner Park to practice communication skills. The next drill will be held in Debs Park in the summer..

7.     Rules and Elections met to create election banners to distribute to Local Issues Committees..

8.     Recreation, Culture and Arts met April 17 to discuss Lummis Funding, Southwest Museum, and the Arroyo Seco Parkway.     

IX.   REPORTS FROM LIAISONS

1.     LOS ANGELES NEIGHBORHOOD COUNCILS COALITION – No report.

2.     MW ELEMENTARY MULTIPURPOSE ROOM – No report.

3.     FRIENDS OF SOUTHWEST MUSEUM Ms. Walnum reported that Councilmember Huizar is seeking funds for repairs to the Museum. Should the Autry refuse the funds, there may be discussion with the City Attorney to enforce the 2003 Merger Agreement.

4.     ANIMAL WELFARE - No report.
