I.      CALL TO ORDER (Hank Shaeffer, presiding)

Meeting called to order at 07:15 PM.

ROLL CALL (Martha Benedict, substituting for the secretary)

Present: Martha Benedict, Michael Blatt, Anthony Guida, Robert Hawkes, Judy Knapton, Mark Legassie, Robert Rakauskas, Joseph Riser, Hank Shaeffer, Jerry Schneider, Paula Sirola, Ann Walnum.

Excused Absences: Scott Folsom, Glenda Lubelsky, Tom Marble, Ernie Sanchez, Lacey Wagner 
Unexcused Absences: Pablo Lopez 

A Quorum was established.

II.     SECRETARY'S REPORT - tabled in consideration of the Secretary's absence

IV.   COMMENTS FROM PUBLIC OFFICIALS AND THEIR REPRESENTATIVES

No public officials or representatives were present.

V.    TREASURER'S REPORT (Mark Legassie) - taken out of order in deference to Item VII-3.
      Mr. Legassie announced that $20,000 in encumbered funds (17 open projects) are in jeopardy, depending on budget decisions to be made by the City. 
       Mr. Legassie requested that the Treasurer's report be approved. So moved by Joseph Riser, seconded by Paula Sirola. Motion approved:  13 in favor; 0 opposed.

VI.   ACTION ITEMS. Finance Related

1. STATUS OF OUTSTANDING ASNC DEMAND WARRANTS The Treasurer announced that a report from DONE had been promised regarding four outstanding demand warrants, i.e., Audubon, Mt. Washington Schools, North East Trees, Cleland tree abatement. No report from DONE was received. 

2. BUDGET REVISION - Revision of budget from $52,000 back to $45,000 based on DONE's Jan 2010 decision not to accept any budget changes pending a review of rollover and NC fund balances. Also discussion of impact and possible transfers from other budget categories to partially cover the loss. 

Joseph Riser moved to transfer $1500 from local issues and $2000 from stakeholder communications to go to community projects. Seconded. Passed 8 yes, 0 no.

4. CIS STATEMENT REGARDING PROPOSED NC BUDGET CUTS [Joseph Riser]

Moved to oppose City Council No. 09-0600-S159 that would remove nearly two-thirds of the funds available to councils. Seconded and approved unanimously.

5. ELECTION PROCEDURES [Joseph Riser (for Tom Marble)]

Moved to allocate $6500 for Election Outreach to print bulk mailed postcard to stakeholders. Motion carried 8 yes, 0 no. 

VII. ACTION ITEMS. Non-Finance Related.

1.     TNR AND THE CITY OF LOS ANGELES [Mark Legassie] 

       Draft letter presented to request that the City resume funding for Trap-Neuter-Return programs. Hank Shaeffer proposed to alter the letter to make the request within legal parameters. Joseph Riser moved to accept the letter in principle with Mr. ShaefferÕs input. Motion passed as amended 8 yes, 0 no. 

2. COMMUNITY IDENTIFICATION SIGNS FOR SYCAMORE GROVE [Lacey Wagner] 
       
RESOLVED that the ASNC supports the installation of community identification signs for the ASNC community of Sycamore Grove and will communicate that support to local elected officials. Mr. Riser suggests adding the phrase, "in accordance with the ASNC bylaws." After discussion, the amendment is added. Motion passes 8 yes, 0 no.

3.  ENDORSEMENT OF ACQUISITION OF 7 LOTS ALONG "DIRT BURNELL"
       (Taken out of order)  Daniel Marliss of the Mount Washington Homeowners Alliance presented the case for urging the Santa Monica Mountains Conservancy (SMMC) to add certain lots along an unimproved portion of Burnell Avenue to Elyria Canyon Park. After discussion it was moved to add ASNC as a supporter of the draft letter to SMMC. 9 yes, 0 no.
