IX.   ACTION ITEMS. Funding Requests.

1.     ROOM RENTAL FEES $140 Community Emergency Response Team (CERT) Class [Category: Safety/Education]  - Motion to approve a $140 community project funding request to pay room rental fees for a LAFD CERT training class in Jan-Feb 2010 at 4225 Via Arbolada in Monterey Hills (Marshall Villas Clubhouse).  The free training provided by the LAFD is 7 consecutive weeks (2.5 hours each class).  The target population is all adults residing within Monterey Hills (4000-5000 denizens). All will be welcome to this free training. With more Monterey Hills residents equipped with CERT training, the entire neighborhood will be safer and better able to deal with an emergency. [Class was encouraged by the ASNC Public Safety chair at the Mont Hills Local Issues meeting on 9/15, and unanimously supported and approved by all attendees; Originator:  Robert Hawkes] 

2.     MOULAGE SUPPLIES $250  Community Emergency Response Team Moulage Supplies $250,  [Category: Safety/Education] - Motion to allocate up to $250 in community project funds to support the purchase of moulage supplies (aka makeup for simulated human tissue injuries), food and table/chair rental for attendees at the Oct 31st moulage class in Hermon Park, sponsored by the ASNC, SLNC & taught by the LAFD.  SLNC is splitting costs 50/50 ($500 total costs).  This event is intended to make ASNC's CERT drills more realistic by teaching volunteers how to simulate burns, fractures, bleeding & bruises, as was seen at the 7/25 CERT drill which was covered by ABC7 Eyewitness News.   Due to the uniqueness of this first-of-its kind event, media coverage will no doubt cover this event as well, which would be great outreach for ASNC.  More info at http://www.hermonla .org/moulage_ class.html  [Motion passed unanimously at the Public Safety Cmte on 9/17 to forward to full board for final approval.  Originator:  Mark Legassie]

3.    ANIMAL TRAPS $750 -  Purchase of traps and cages for Trap-Neuter- Return Efforts [Category: Other]  Motion to allocate up to $750 in community project funds to the all-volunteer Friendly Arroyo Seco Trappers (F.A.S.T. -http://www.fasttrappers.org/) to purchase 12+ feral cat traps, 2-3 medical-recovery pet cages and miscellaneous supplies to help homeless pets through the Trap-Neuter- Return program, which helps reduce the number of pets at the Lacy St shelter.  Equipment will be inventoried and owned by ASNC and stored in Hermon Community Church when not in use.  Of note, TNR is sanctioned by the ASPCA and LA Animal Services.   F.A.S.T. is an arm of the non-profit organization Friends of Hermon Dog Park and $800 in tax-deductible donations have been received thus far ($300 monetary for vet bills, antibiotics, food, and $500 in donated supplies from Frends Beauty Supply).   [motion amended at B&F Cmte meeting on 9/17 to increase amount from $500 to $750, passed unanimously the B&F Cmte on 9/17 to forward to full board for final approval.  Originators: Inga Kornev & Mark Legassie, Co-founders, F.A.S.T., an arm of the non-profit organization Friends of Hermon Dog Park] 

4.     (a)            SIGNAGE PROJECT $3,000 - Motion that ASNC provide funding in the amount of  $2,500 for a Way Finding Signage Project under a Community Beautification Grant. Funding is contingent upon award to the Community Beautification Grant for the fiscal year 2009 – 2010. This project has been under discussion for the last two months in the ASNC Environment Committee, and the committee recommends the project. The project would provide directional way finding signage to assist pedestrians find their way to various cultural, historical, and recreational destinations (such as Audubon Center, Debs Park, Heritage Square, and Lummis Home) from the Metro Rail Gold Line Southwest Museum Station.

      (b)            SIGNAGE PROJECT  Motion: to send a letter to Office of Community Beatification in support of the ASNC Way Finding Signage Project as part of the Community Beautification Grant application.

5.     WEBSITE $220 - Moved that the ASNC approve the purchase of an Adobe Dreamweaver software package for use by the new volunteer Webmaster in maintaining its Website; cost not to exceed $220 (from the Communications & Outreach budget)  -- Communications & Outreach Committee

6.     DIGITIAL CAMERA $200 - Moved that the ASNC approve the purchase of a digital camera and memory card -- total cost not to exceed $200 -- for use in taking pictures of ASNC events, etc., for posting on the Website and other publicity purposes -- Communications & Outreach Committee

7.     HERMON HARVEST FESTIVAL - $2,000 Moved that the ASNC once again provide up to $2,000 from its Community Project funds to cover the cost of materials (festival booths, prizes, and treats) for the annual community "Harvest Festival" hosted by Hermon Church in October  -- Hermon Local Issues

8.     HERMON COMMUNITY BREAKFAST - $300  Moved that the ASNC authorize the use of up to $300 from its "Outreach & Communications" budget to pay for food and supplies for a combined Hermon Local Issues and Saturday morning community breakfast in mid-November (in place of the regular 11/12 meeting).  This will allow stakeholders unable to attend evening meetings to learn more about neighorhood councils and register with the ASNC  -- Hermon Local Issues

1.     NEIGHBORHOOD COUNCIL ELECTION MAP (Action to endorse or not to endorse the City ClerkÕs Neighborhood Council Map per request of City Clerk) – Hank Shaeffer/Joe Riser

2.     WEBSITE OVERSIGHT Moved that the ASNC reverse its requested January 2009 Board action and return oversight for the neighborhood council Website to the Communications & Outreach Committee, as per ASNC Bylaws (Article VIII, Section 3)  -- Communications & Outreach Committee

3.     COMMITTEE REPORTS Moved that all committee and liaison reports be sent in written form to the President, prior to the meeting, so that the reports can be included as Exhibits to the Agenda.  If committee chairs and liaisons have action items to be discussed at the meeting, they can submit a request to speak at the appropriate point in the Agenda. – Paula Sirola

4.     SECURITY CAMERA  Proposed  of current funding concerns received from D.O.N.E. over  ASNC's approval and purchase of a security camera system for installation on private property (Ave 50 Studios). – Mark Legassie

XIV.        ADJOURNMENT.

 

Funding requests: Unless otherwise stated in the approved motion, any funds appropriated for community projects as a result of this meetingÕs actions: (1) will be drawn from the 2009-10 ASNC budget; and, (2under ASNC standing rules, expenditure of any such funds must begin no later than June 30, 2010, or the appropriation will automatically lapse.

The public is requested to fill out a ÒSpeaker CardÓ to address the Board on any item of the agenda prior to the Board taking action on an item. Comments from the public on Agenda items will be heard only when the respective item is being considered. Comments from the public on other matters not appearing on the Agenda that is within the BoardÕs subject matter jurisdiction will be heard during the Public Comment period. Public comment is limited to 2 minutes per speaker, unless waived or adjusted in the interest of fairness, by the presiding officer of the Board. The agenda is posted for public review at Mount Washington Elementary School Bulletin Board, Carlin G. Smith Recreation Center, supermarket at Avenue 45 and Figueroa Street, art gallery at 4108 N. Figueroa Street, Montecito Heights Senior Center, Montecito Heights Recreation Center; adult day healthcare center at Avenue 60 and Monterey Road, as well as the ASNCÕs official Website at www.ASNC.us, and distributed via the ASNCalert Yahoo Group (opt-in E-mail listserv).
