THANK YOU FOR SHARING THIS WITH THE BOARD.
Thanks for the opportunity to present a second time at the Arroyo Seco
Neighborhood Council meeting on April 22nd.
The LA City Council is considering full public funding of their elections
instead of partial funding and has requested feedback from LA Neighborhood
Councils. This project is called the LA Full Public Funding Education &
Feedback Project and is an effort to support the City Council in their
efforts to develop a system of full public funding of campaigns in Los
Angeles. I, Crissi Avila or another representative will speak for 10 minutes
about what you can do to participate in this effort and provide valuable
feedback to the City Council and request a vote on sponsoring a workshop.

Background:
The California Clean Money Campaign (CCMC) is a nonprofit nonpartisan
501(c)(3) organization founded in 2001 to build statewide support for the
full public funding of election campaigns. We are the leading voice in
California' s efforts to bring about meaningful campaign reform through
publicly funded elections.
For the last two years CCMC has been working to educate Angelinos about
campaign financing initiatives. Last spring the City Ethics Commission
issued a preliminary proposal for public funding of City Council races,
which was forwarded to the City Council with the suggestion that it would
benefit from extensive pubic input.
The City Council Rules Committee has asked LA's Neighborhood Councils to
review the Ethics Commission proposal, together with several alternative
funding models developed by the City Legislative Analyst and CCMC. CCMC has
developed a civic outreach and education program that we're coordinating to
bring this project to NCs across the city.

At this point we are working to get on NC agenda's across Los Angeles to
give a brief 10 minute presentation to explain our project and how your
neighbors can get directly involved.
This is a unique opportunity for the neighborhood councils to have a direct
voice in creating city policy, and on an issue that could profoundly shift
the way candidates are elected and who elected officials feel accountable
to.
