California Environmental Quality Act

| ~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~ Senate Bill 1165, introduced by Senator Sheila Kuehl, strengthens the California Environmental Quality Act (CEQA) and increases environmental protections for communities vulnerable to problematic developments and environmental exploitation. SB 1165 requires local government agencies to make available to the public early drafts of environmental reports that normally only developers receive. SB 1165 also requires additional environmental review and public comment for any environmental impact report (EIR) over 5 years old. Under SB 1165, projects with old and out-of-date EIRs—such as the controversial Elephant Hill development in El Sereno—will have to re-circulate their environmental impact reports before moving forward. This will give members of the public the opportunity to call out environmental impacts and needed improvements or mitigation before the document is approved or certified.
