MINUTES

Meeting called to order by Vice-President Eliot Sekuler.

Roll Call: All were present except Ernie Sanchez, excused, Paula Sirola, excused, Pablo Lopez, unexcused and Scott Rubel, excused. Motion made to change Ida Simms’ record of absences to two unexcused, one, excused. Voted and approved.

Public Comments:

Maximillian Vasquez of Highland Park Chamber of Commerce presented Fair Market business owners and brothers Andrew, Kenny and Tony with a certificate of appreciation. Field Deputy Zenay Loera of Councilman Jose Huizar’s office CD 14 presents Fair Market owners with a certificate of appreciation for 21 years of service.

Raymond Yu announced the Congress of Neighborhoods Building on Success to be held October 27, 2007 at the L.A. Convention Center. Contact: Department of Neighborhood Empowerment, 213-473-4656, http://www.lacityneighborhoods.com/CongressInfo2.htm.

Pat Griffith announced she passed out the ASNC stakeholder registration form.

Helene Schpak of Glassell Park talked about Central High School #13 to be located in Taylor Yard. Friends of Central High School has been formed. A developer Rich Meruelo bought the property while LAUSD was in negotiation with the former owners. A demonstration will be held Sunday October 28th at 2:00 p.m. and Wednesday October 31st at 6 a.m. (before school) in front of the KIA lot on San Fernando Rd. and Cazador.

David Brunk mentioned the 2007 Altcar Expo held at Santa Monica Air Center last weekend, October 19-20. He says the best person to ask about it is Jerry Schneider, as he attended it. He said the Union of Concerned Scientists supports a bill, AB 493, that will offer a rebate to hybrid car buyers.

Irene, a legal assistant from the Neighborhood Prosecutor program working out of the Hollenbeck Police Station Neighborhood Prosecutor Program, 877-LA CARES (877-522-2737), English and Spanish, came to hand out pamphlets containing lists of useful phone numbers: Neighborhood Prosecutor, Northeast, Donna Wong, Nick Karno, (213) 847-8045, neighborhood@atty.lacity.org. She mentioned the Dispute Resolution program is a free mediation program, phone:(213) 485-8324.

Wendy Riser, co-president of Friends of Hermon Dog Park, thanks ASNC for continued support of the shared resource. She passed out complimentary membership and complimentary coupon book with a postcard included for ASNC board members.

Amado Machorro Cervantes, a Hermon community resident, introduced himself. He wishes to run for the seat promoting healthcare for seniors.

Board Discussion/Action Items:

1. Roll call and approval of minutes from September 2007 meeting – Maggie Barto, Secretary. Motion to approve is made and seconded.

2. Pat Griffith says treasurer’s report is on the website.

Eliot Sekuler thinks that in Sycamore Grove there is only one seat open. Josef Bray-Ali has resigned.

3. Erika Soto was to come and tell the board why she’d like the PT job for the ASNC board. She was absent.

4. Discussion and possible board vote on purchasing a projector at a cost not to exceed $800 in order to save on paper waste. Bill Murray brings up that many people do not have access to the website. Therefore hard copies of the proceedings should be considered in an effort to be inclusive. Joe Riser mentions postponing the vote until next month. Jerry Schneider, representative for the environment, thinks the discussion about decreasing paper waste should move forward slowly. Jeremy Dillard mentions the issue of who has control of the documents in between meetings. Ann Walnum likes to take notes on paper. Jack Fenn mentions that for anyone who is an occasional visitor to the ASNC meetings, a hard copy would be indispensable. Darlene Roker asks what type of projector it would be, whether it would be run off a computer. Vote is postponed.

5. Jerry Schneider makes a motion to support Northeast Trees proposal to Los Angeles County Health Dept. Policies for Livable Active Communities and Environment (PLACE) http://www.lapublichealth.org/place/. Grant proposal to create policies to get people to walk, ride bicycles, for their own health. Arroyo Seco Community and Linkages proposal takes the Arroyo Seco, and partners with all the linkages throughout the Arroyo Seco watershed including the Arroyo Seco Foundation, Heritage Square Museum, and Lincoln Heights Neighborhood Council, and other community partners. Jerry moves for a letter of support to Northeast Trees. Jeremy Dillard seconds the motion. All vote in favor of the motion.

6. Wendy Riser requests purchase of graffiti removal towels and 25 canisters, total cost $527.17, for the Hermon “Clean Team.” Zara Scoville objects to the product because of the landfill and waste involved in using a single-use product. J. Michael Walker thinks this product is useful to civilians for a cleanup of graffiti. Eliot Sekuler asks how the communities will each obtain the canisters. Wendy says that communities that clean up would use them. Alexia Teran asks how much graffiti one rag is cleans. Call to question. 6 in favor, 6 not in favor. Ann Walnum asks cost per rag; it is $1.00/rag. Zara doesn’t support it as a neighborhood council expense. Joe mentioned cleanups in Hermon that started five years ago. He thinks the signal sent to the kids who do graffiti is that it doesn’t pay to do graffiti there. Scott Folsom read on the canister that the label says the product is non-toxic. Vote, 8 approved motion, 2 opposed the motion.

7. Eliot Sekuler makes the motion to hang a banner over Ramona Hall for the upcoming ASNC elections at a cost not to exceed $300. He mentions banners being used in other communities such as Atwater prior to elections. Jeremy Dillard seconds the motion. Pat Griffith mentions a banner she just had made for $60, and she will pass on that information to Eliot. Darlene asks if a banner could be made that is reusable year after year with just a change of date. Eliot agrees that is how the banner should be made. All vote in favor of the motion. Comment: Pat Griffith mentions that volunteers are needed for Monday, November 5th, 7 p.m. Ramona Hall lobby to stuff ballots.

8. Eliot asks for Bradley of the GNPC to speak about the request for ASNC to co-sponsor the Diversity Forum. Bradley is absent. Jack Fenn asks to table the motion.

9. No November meeting. Suggestions for location and date of December and January board meetings. Suggestion for meeting December 17th. Darlene Roker mentions it is too close to the holidays. Jack moves the meeting be held on December 17th. Joe Riser mentions trying to move the meeting location around as the location has been in Mt. Washington for several months. Joe will check on the availability of Hermon or the Montecito Heights Senior Center. Joe Riser mentions that Los Angeles International Charter High School in Hermon offered their site for a meeting in January. Eliot asks that location for the January meeting be determined at the December meeting.

10. Liaison positions may be defunct. Pat Griffith thinks the MW Elementary School Multipurpose Room Liaison is active and moves to keep that position. All vote in favor of keeping that liaison. Controller Chick NC Liaison position is open, and Maggie Barto says she would be willing to serve. All vote in favor of Maggie being that liaison. Animal Welfare liaison has been active in the dog park, and notifies the ASNC alert. Joe Riser asks if liaisons could be asked to present something to the council once or twice a quarter. Question is asked if the NELA NC Federation Liaison is active. All vote to abolish the NELA NC Federation Liaison position, with Ann Walnum abstaining. Bill Murray mentions the Public Safety Liaison is not even mentioned on the liaison list anymore. He feels it should be.

11. Committee Reports.

a. Local Issues –

i. Hermon - Joe Riser made a presentation at the LA Charter High School and signed up stakeholders.

iv. Mt. Washington - Jerry Schneider mentions a meeting with developers discussing 805, 828 and 834 Mt. Washington Drive.

v. Sycamore Grove - meeting was not held but Sylvia tried to raise interest in becoming stakeholders.

b. Rules and Elections –Eliot asks to be able to accept statements if available after the meeting. He needs all statements by tomorrow.

c. Recreation, Arts & Culture - J. Michael Walker had no meeting but states that there will be a Silent and Live Art Auction Fundraiser in support of the Avenue 50 Studio October 27th 2-6 p.m. at the home of Ricardo and Maria Teresa Muñoz, 284 St. Albans Avenue, So. Zara Scoville as registrar wonders how to put together an outreach committee. Volunteers can be from the board or not from the board. Joe Riser says to call a meeting three days in advance in a public place, and anyone who shows up is a member of the committee.

12. Report from Liaisons.

c. Friends of Southwest Coalition – Ann Walnum makes a report of accomplishments of FoSC. The anniversary event at the Southwest Museum was last weekend

d. Los Angeles Congress of Neighborhood Councils – Bill Murray has asked Peter to be his alternate at a meeting of 40 other neighborhood councils. He encourages anyone interested to attend these meetings. DONE website has information on meeting on Saturday, http://www.lacityneighborhoods.com/CongressInfo2.htm. Sylvia Robledo asks about the increase on DWP hikes. Bill Murray thinks the DWP increase will go through.

13. Comments from Board on subject matters within the Board’s jurisdiction, and suggestions for future agenda items.

Eliot Sekuler asks that items of election reform be addressed in the next meeting, as they did not make it to the agenda for this month.

Zara Scoville announces an outreach event Wed., October 24th, for a screening of the film Angels in the Dust at 6 p.m. (Reception) and 7 p.m. (Screening) at the Jack and Denny Smith Multi-Purpose Room, 3981 San Rafael Avenue, Los Angeles, CA 90065.

Zara Scoville mentions a future agenda item: carports are to be counted as square footage in terms of how much one can build. It would cause more problems for parking. Jerry Schneider thinks it pertains to the Mount Washington community and would be happy to talk with Zara to get it on the Mount Washington Local Issues agenda.

Mike Fong, Field Deputy for Councilmember Ed Reyes, CD 1, announces that the Lincoln Park Carousel opened up last Saturday at Lincoln Park, 3501 Valley Boulevard, Los Angeles, CA 90031. There are twenty horses on the carousel. Montecito Heights has two retaining wall projects that are in progress. Sunday December 9th Lincoln Heights will have a holiday parade. Health fair 10 – 2 p.m. at Lincoln Heights School Saturday October 27th.

Other announcements were made for the December 2nd Highland Park NE Los Angeles holiday parade, and for the Montecito Heights annual Chili Cook-Off Saturday October 27th.
