| MINUTES Roll call: Excused absences were, Ernie Sanchez, Paula Sirola, Sylvia Robledo, and Pat Griffith. Unexcused were Ida Simms, Jeremy Dillard and Josef Bray-Ali. Public Comment: Uni Kim presented a survey of neighborhood councils. She wants all NCs to participate for AIDS awareness. Surveys are being passed out to all council members. David Brunk brought up the Jack Smith Community Building and all the different things it could be used for. Groups should be reserving space now because it will be getting very busy soon. A discussion ensued on where ASNC should meet. It is twenty five dollars for Monterey Adult and Ramona Hall has become very expensive. Raymond Wu spoke on behalf of the Triathlon. He also mentioned September 15 and 16, at Olvera Street to honor Mexican Independence. There will also be a Korean parade on September 16. DONE Representative said election procedures and flyer have been approved. October 13 is the Mayor's Budget Day. Congress of Neighborhood Councils is October 27. Lynn Sosa wants the ASNC to notify city about erosion in Mt. Washington . Eliot said that it should fall under Mt. Washington Local Issues. Jerry Schneider said that three representatives attended a workshop with the Bureau of Sanitation. Board Discussion and Action Items: 1. Minutes of July meeting were approved. 2. Discussion of Election Rules and Procedures, possible request for additional funding to supplement DONE support for ballot mailing and printing. Election procedures were passed out for those interested. Approval of election day. We had to make our flyer down to four pages instead of eight. Martha passed out the mock up of the new flyers. Need candidate recruitment so names can be put on the ballot and volunteers are needed to help stuff envelopes on November 5. 3. Candidate recruitment important for the upcoming ASNC elections. 4. Election to fill the vacant board seat for At Large Community Non Profits Representative. Candidate: Ann Walnum. She has lived in the community 54 years and has worked in the Northeast for all of those years. She was appointed by Mike Hernandez to be on a volunteer committee to choose recreation places. She is a retired third grade teacher and is presently a private music teacher. She was elected unanimously. 5. Election of a permanent registrar for the board. That person is responsible for outreach and recruitment of new stakeholders. No one was elected. 6. Discussion of transportation/shuttle options to provide better community connectivity to Gold Line stations. More people might use the Gold Line if they had an easy way to get there. MTA needs better existing service. It would be more useful if it was used for anyone wanting to get down the hill. There is a need to think about other communities and survey all communities in the ASNC. Several merchants are hurting along the corridor and are looking to get more people to participate. First step is to get a survey and a committee. The issue should reside with the transportation committee. Zara is to resuscitate the transportation committee. 7. Discussion and possible motion to support Councilmember Janice Hahn's proposal to place an initiative on February, 2008 Presidential Primary Election Ballot. No support for the motion. 8. Discussion and possible motion to provide a letter of support for Northeast Trees application for a prob. 40 Grant to help fund that organization's participation in the “An Urban Forest in Every City” program. This wants to train at risk youth. They would complete a 10-12 week program. This grant is key for this to happen. ASNC will help with funding but not at this time. Jerry will write letter of support. Motion passed. 9. ASNC to allocate funds, not to exceed $1000, to re-landscape the area on both sides bordering the stairway connecting Oneonta Drive and Olancha Drive. The new landscaping is needed to replace plants that have died because the city cannot/will not repair the irrigation system. The new landscaping will be California-friendly, drought tolerant plants and planting would take place between Oct.-Dec. of this year. Water lines are there and could be tapped legally. Currently community members are taking care of the area. Motion passed. 10. ASNC to request that the City of Los Angeles study and report traffic calming and pedestrian safety in accessing Bicentennial Park on Cleland Avenue. There is no crosswalk at the park Perhaps invite Parks, and Rec. to next meeting. Needs to be referred back to Mt. Washington. Local issues. Motion tabled. 11. ASNC to provide a letter of support for proposed single family residences for Sky Minor, and Rachael at 3918 and 3924 Rome Court, providing they conform to the Mt Washington/Glassell park Specific Plan. The two individuals were not in attendance. The motion was tabled. 12. In the interest of more frequent communications with and accountability to stakeholders, The ASNC president should prepare and send a letter to all those registered recapping this years activities and accomplishments, in advance of any formal elections mailers and materials being sent in the fall. Also would be put on the website. With a friendly amendment the motion passed (Suggested mailing in mid-late September.) 13. Discussion and possible motion: Allocation of ASNC funds to purchase portable translation equipment to be used at board meetings, local issues, and other neighborhood council activities, as needed. Estimated cost not to exceed $1,800. Motion passed and Joe Riser will be in charge of finding cost and equipment. 14. Discussion and possible motion: The ASNC should take a active role along with other NCs and Community organizations in opposing the newest Home Depot in Glassell Park-mirroring the Sun Valley request for a full comprehensive EIR. There was a motion to table the motion and that motion passed.

17. Board comments: Remind Raymond he should not fiddle with the power usage. Eclipse of moon tonight. Monterey Hills' issues are not being addressed. Reps are not showing up. There is a need to bring up attendance at the next meeting. Monterey Hills has started an Action Committee but things should be discussed at a local issues meeting. This has to be a Brown Act meeting and agendized. 18. Next meeting at the Mt. Washington Community Center on September 24. |
