Motions for our next meeting, with the attached as supplemental:

1. Clarify minutes for August 28, 2006 re: position on 4735 E. Cleland Ave

2. Clarify minutes for June 26, 2006 re: passed Standing Rules

3. Clarify minutes for Dec 4, 2006 re: 801 Cynthia Avenues

4. Clarify minutes for Dec 4, 2006 re: Southwest Museum

5. Clarify minutes for July 6, 2006 re: SW Museum to include:

"The Arroyo Seco Neighborhood Council supports community efforts to declare Saturday, July 15 as a "Day of Mourning" for the Southwest Museum and declares its support for ceremonies planned on that day by the Southwest Museum Coalition, by the parents of the Arroyo Magnet School and other community groups.

The Arroyo Seco Neighborhood Council asks that Mayor Villaraigosa and all members of the Los Angeles City Council intercede on behalf of Los Angeles' oldest museum by demanding that the Autry National Center make a written commitment to the retention of the Southwest Museum as the primary exhibitor of the artifacts from the Lummis Collection and,

The Arroyo Seco Neighborhood Council requests that a full Environmental Impact Report be sought before permissions be granted for the Autry National Center's planned expansion at its Griffith Park location."

I'm trying to update our Spreadsheet on Motions Passed in our meetings and compile our Standing Rules, and I'm attaching what I have so far. I have a couple of questions, and some of these might be controversial enough to raise multiple opinions. Can you review these questions and my attached summaries, and can we schedule the correction and publication of these summaries for our July meeting?

I don't see any minutes for our Bylaws meeting in Sept. 25, 2006!!! Can we get those posted?

In August 28, 2006 meeting, our minutes say:

"The ASNC should confirm the position taken in a letter dated August 15, 2006 and sent to the Los Angeles City Planning Dept. on the draft Mitigated Negative Declaration for seven single dwellings at 4735 E. Cleland Ave."

Can someone forward the letter sent to the Planning Dept., so we can get that on the website? (And know what we confirmed!!)

On June 26, 2006, I think the minutes say:

"Motions to endorse or affiliate with another organization require a simple majority vote, take effect upon passage and remain in effect until the next June 30th, at which time they automatically expire. Motions to renew the ASNC's endorsement or affiliation may be made at any Board meeting and, following passage, take effect on the July 1st immediately following the June 30th expiration.

"If an organization which the ASNC has endorsed or affiliated with takes an action that is a departure from that organization's basic philosophy or stated objectives, the ASNC Board must be so informed and the Board may then consider withdrawing its endorsement or affiliation or demand that the ASNC name not be associated with the action."

But then there is a comment about the discussion making the motion too confusing. Could we relook at that motion in the minutes and see if this summary is the correct summary? This is a fairly important Standing Rule, so we need this clear and correct.

At our 12/4/06 meeting, our minutes and agenda say:

Presentations and motion concerning the current appeal before the East L.A planning commission of the specific plan permit and mitigated negative declaration for residences located at 501,518, and 521 Furness Ave. Mark Slater presented slides. Environmental questions were asked and there is a need for an in-depth study of the effects. Motion was amended to remove the word full in the last section and therefore the motion as read was passed.

The ASNC should approve the attached motion titled, “Proposal for Development of Four Single-Family residences at 801 Cynthia Avenues.” Presented by Eliot Seculer. Mr. Patrick Bannon Should present his plans to the Mt. Washington local issues. The motion passed.

The ASNC should adopt the attached motion titled, “Blight on Marmion Way.”

(Any ideas what these were, and can we get the original documents posted??)

At our last Board meeting, Bill read the motion from the 7/6/06 meeting re: the SW Museum Coalition. I understood that motion read at the meeting stated that we would:

* support the "Day of Mourning",

* ask Mayor Villaraigosa to support the SW Museum as the premier museum in the Arroyo Seco and

* request the EIR in Griffith Park.

I only see the following in both the agenda and the minutes:

Motion: ASNC Board should endorse July 15, 2006 as a ‘Day of Mourning' for the Southwest Museum .” – Eliot Sekuler

Bill is pulling the document he read from, but what did we pass?
