RE: Attached NC/DWP Five-year Memorandum of Understanding (MOU)

Neighborhood Councils now have a renewed MOU going before the DWP Board of Commissioners' Board Meeting on March 20, 2007, at 1:30 PM. The MOU will be effective upon this date on which the Commissioners sign. The two City Council Committees which have direct interest in the MOU will be apprised before sending it on to City Council. Therefore, the Neighborhood Council/LADWP Oversight Committee urges action by your NC on/before March 20 th .

Of importance to the Neighborhood Councils is that DWP will not negotiate separately with NCs. This is impractical because of the number of NCs. Although each NC will decide whether to enter into this MOU, the Los Angeles Neighborhood Council Oversight Committee recommends that all Neighborhood Councils participate in the MOU 2, by having your NC pass the motion to approve the MOU 2, select an Oversight Representative, have the President or Representative sign the last page which assures your voice and vote in DWP issues.

This new MOU 2 has minor changes from the original which are indicated in highlighted print. Please read the MOU in its entirety. Should you have questions or need clarification contact your Oversight Representative.

The MOU 2 should be agendized for approval. Upon approval by your NC, the final page will be signed by the General Manager, Board Secretary, City Attorney and your NC President or Representative.

Further procedures may be pending. Please notify either Soledad S. Garcia, Michael Cohen or Katy Carlson, of the action your Board has taken.

Please plan on sending your representative to the Oversight Committee meeting Saturday at 9:00 AM at DWP cafeteria. Parking is free.
