Minutes

The March regular meeting of the ASNC/Hermon Local Issues Committee was attended by 36. In combination with a smaller, single-street meeting the previous week, six new stakeholders were registered.

-- Ricardo Monroy, from Councilmember Huizar's office brought greetings and gave updates on a major public works project being undertaken in El Sereno.

-- In more local updates, the chair and others reported that the owner of the closed auto shop in the 5800 block of Monterey has been reviewed by city inspectors and told to decrease the number of visible, inoperable cars in his outer lot; several blocks worth of unsafe, broken sidewalks (Kendall Ave., Via Marisol, and Ave. 60) have been turned into the council office through Local Issues efforts -- for repair consideration during the city's next fiscal year (2007-08); the transient/drug sale encampment area along the Via Marisol exit off the 110 will be used as a drop zone for a public works improvement and no longer be isolated, which should decrease the illegal activity in the area; the abandoned building at 58121/2 Monterey has been notified of the need to close the lot and do clean-up, but did not meet deadline (see related motion, following); more details on the private university taking over the failed Pacific school site were provided.

-- During public comment, a liaison from Bushnell Way Elementary asked for volunteers to assist with the "Wonder of Reading" program where adults read to individual remedial readers at the school.

-- After some discussion, stakeholders overwhelmingly approved requesting that the ASNC support installation of a basketball court at Hermon Park in place of, or as an addition to the dozen existing tennis courts there. Specific locations were suggested (the end courts, farthest south, or in place of maintenance building scheduled to be removed) but it was determined that it would be best for the city's Recreation and Parks department to find with best location in the park -- as long as activity there was visible from the street.

-- Participant stakeholders discussed at length the long-term parking and traffic problems in the areas of Hermon near Bushnell Way school. Several suggestions were offered but no specific motions were made.

-- Stakeholders also ranked possible Community Beautification Grant projects presented by the Hermon Advance Team, for the next grant budget cycle.

-- An ad hoc shopping cart committee presented options for dealing with an increase of abandoned and broken carts throughout the Hermon community (see "Abandoned Shopping Carts" addendum). By unanimous vote, a motion was forwarded to the ASNC (see ASNC agenda for March 26, 2007, item 4b) calling for follow-up and action by the city council office for the Hermon community.

-- Likewise, stakeholders unanimously approved asking the ASNC to support the demolition of a small, blighted, safety hazard building at 5812-1/2 Monterey and clearing of the property through the city's Nuisance Abatement office (see photo addendum, "Demolish")

The next meeting will be held at the same location, Thursday, May 10, 2007, at 7 p.m. The meeting adjourned at approximately 9:10 p.m.

ARTICLE VIII (COMMITTEES) There shall be one Local Issues Committee for each of the [five ASNC] communities . . . [which] shall include . . . any ASNC member within that same community. [It] shall report to the Board on matters of local importance at each regular meeting of the ASNC. (Bylaws)

The purpose of the ASNC [is to]: 1) Provide a forum for discussion and review of ASNC issues and projects; 2) Engage stakeholders in deliberation and collaboration on matters affecting the community; 3) Promote participation in City governance and decision making processes, and to promote greater awareness and utilization of city services available to (ASNC) stakeholders; 4) Work with other neighborhood councils, communities and organizations on issues of common interest; 5) Advocate ASNC issues to government and private agencies, where there is widespread community agreement; 6) Inform and educate community stakeholders and residents of forthcoming projects, events, and resources available to them.
