MINUTES

Call to order by outgoing President Jim Thompson

Roll Call: Outgoing board council members not in attendance were: Barbara Lopez, Donette Thayer, Jesse Simon, Bill Rumble, Carol Jacques, AJ Mora, and Chris Contreras. Those in attendance for the first time were: Jack Fenn, Paula Sirola, Pablo Lopez, Sara Lopez, Zara Scoville, David Brunk, Ernie Sanchez, and Joseph Brayali.

Minutes approved.

Public comments:
The Mayors budget Day was mentioned. There is a joint training day on February 2 for NCs. Congress of NCs is April 21. Save the Date. A representative from Ed Reyes Office mentioned that Ave. 43 and Homer is to be beautified. River Master Plan will be open to all comments.

Alexia Teran from Greater Cypress Park NC elections need volunteers on January 27. Elections at Aragon Elementary.

Outgoing president Jim Thompson honored several people for their contributions during his year in office. They were Gloria Schneider, Mary Quirarte, Marco Perez, Amy Yeager, Raymond Yu, and Jose Huizar.

Board Discussion/ Action Items.

1. Swearing in of the New Board by Jose Huizar. New president is Ernie Sanchez, Vice president Eliot Seculer, Secretary, Maggie Barto, and Treasurer, Pat Griffith.Registrar, RuthAnne Tarletz.

Two new signatories that have to do the DONE training are Joseph BrayAli & Jack Fenn

2. Voting on bylaws. Amend Article III of the ASNC Bylaws (membership) Adding “or are parents of guardians of students attending school located within the ASNC boundaries to the definition of a stakeholder. The motion passed.

3. Voting on bylaws change proposal requested by RuthAnne Tarletz to add Recreation, Culture and the Arts as a standing committee to Article VIII of the ASNC bylaws. The motion did not pass.

4. Voting on bylaws change proposal requested by RuthANne Tarletz. Amend Article II of ASNC Bylaws (Membership) striking the sentence in its second paragraph that now reads, “All members shall show some proof of stakeholder status at the time of registration. Motion Passed.

5. ASNC Logo Samples of the new loge were passed out. Discussion on each one and Logo # 1 passed.

6 Two people were appointed to represent The ASNC on Budget Day. The two are Joseph Bray-Ali and Darlene Roker.

7. Motion: The ANC should provide a letter of support for the Arroyo Center for Art and the Environment Pasadena is under discussion to remove the Asphalt from under the Colorado Street Bridge and build 90 homes for habitat for humanity and a small urban park. Arroyo Center for Art and The Environment would prefer more open space. The motion Passed.

8. Motion: The ASNC should create a five year review task group to prepare a cumulative report for stakeholders, and potentially for BONC’s review. This ad hoc group would consist of six members to be appointed by the council presidents, to include two current board members, two past board members, and two registered stakeholders who have never served on the board. The group would report its progress to the board every other month until work is completed, but no later than the regular board meeting for September 2007. Motion passed.

9. Discussion and review of ASNC website to include the Forum section and funding for the future. Web site cost sixty dollars a month. This forum must be a legal forum. We need to get bids for the expenses Pat and RuthAnne will chair meeting to decide what will be done. Motion will be brought to the next council meeting

10. Motion: The ASNC should file a community impact statement with City Council in support of council file 07-0049 calling for five year status reports from certified neighborhood councils to the Board of neighborhood Commissioners. Motion passed.

11. Proposal of French Ave zone change no one showed.

Reports:

Treasurer’s report-Pat Griffith

Mount Washington will have Jerry Schneider and Paula Sirola as the new chairs.

Arts and Culture will begin to focus on Cinco de Mayo. Next meeting on February 1 at the Hermon Church.

Next meeting February 26, 2007. Meeting place to be announced
