I am attaching the resolution made at our last General meeting of the Arroyo Seco Neighborhood Council, to commemorate Luis Quirarte at the two pocket parks on the corners of Avenue 43 and the 110 Freeway. I understand from Mark that the City may not own both the properties, so we look forward to working with you both to understand how we can make this resolution a possibility.

Resolution Recommending Naming of Pocket Parks at the Arroyo Seco Parkway On/Off Ramps Louis A Quirarte Park:

WHEREAS, Louis A Quirarte worked tirelessly for many years as a volunteer and champion of the communities abutting the Arroyo Parkway, and

WHEREAS, Louis A Quirarte had a vision of a renaissance of the Arroyo Seco, and the vision included communities, organizations and agencies coming together for the purpose of improving the quality of life and celebrating the cultural diversity, history and environment of the Arroyo Seco, and

WHEREAS, Louis A Quirarte worked diligently towards the formation of the Arroyo Seco Neighborhood Council as an organization that would work towards this vision, and

WHEREAS, Louis A Quirarte's vision included having the two publicly-owned and vacant parcels at Arroyo Seco Parkway on and off ramps be improved as pocket parks to serve as a gateway to the communities of the Arroyo Seco, and

WHEREAS, Louis A Quirarte was instrumental in obtaining funding and led the work to improve these two parcels as pocket parks, and

WHEREAS, Louis A Quirarte worked and gave much of his own time and resources to maintain the appearance of these two pocket parks.

THEREFORE, the Arroyo Seco Neighborhood Council recommends to the agencies in control of these two pocket parks that they be named in honor/memory to commemorate his vision and acommplishments.
